These are domain experts. These are individuals who have unique knowledge about their departments and rules. They are familiar with how things work and will be responsible for usability decisions and planning from the perspective of the user.

Those who have a stake in the direction of the website are:

• Leaders - want to make their job easy, why not have a reporting, church management, research and information system, etc.
• Trainees - want access to material to support growth, skills and knowledge development.
• Members - want access to resources to support their personal and spiritual goals.
